So from the wording, it certainly looks like there is no possible way to proceed in the game without killing Terence. It says you will fail if you save Terence. That certainly sounds like you are going to kill him. Lana asks you to kill Terence, and then you get a mission to "Lure him into a trap". Lana won't sell it to you unless you complete the quest. I didn't want to kill Terence, but it seems like that is the only way to get Army to 60% so you can buy the armor. All of the quest chains are blocked on getting access to Army HQs (mostly Joe). Day 13, I have 93% with Independents and 78% with Smugglers, but only 57% with Army.
